Project: Strengthening the institutional framework in the water and sanitation sector (WWS) in the Republic of Moldova (Phase 01)

Assignment Name: Advisor to the sector coordination council of Environment, Water and Sanitation.

The Ministry of Environment is procuring the consulting services (Local Individual Consultant) advising the sector coordination council of Environment, Water and Sanitation.

The Consultant will act as a main coordinator on the transversal / interdisciplinary issues related to water (urban water cycle and natural water cycle) and more globally to the environment (solid waste, biodiversity, climate change). He / She will support coordination on the environmental sector, as well as policy dialog on the water sector. The Consultant will be responsible to provide support to the relevant authorities and stakeholders in order to achieve the following project outputs: Output 1.1 : Sector coordination council (SCC) and its secretariat is acting as the main platform for reaching multi partner consensus on core policy implementation modalities in the water sector; Output 1.2: Sector performance evaluation system is established and  Output 1.3: Core functions and related responsibilities of water sector institutions are defined;

This assignment will require an Individual Consultant, which has:

·         Master degree or equivalent professional qualification in ecology, environmental sciences, hydrology, hydraulic or any related field;

·         Fluency in written and spoken of the following languages: Romanian and English.  Communication skills in Russian or Gagauz will be an asset;

·         Sound communication skills and diplomacy;

·         Sound knowledge of environmental issues of republic of Moldova,

·         Proven experience in developing and/or project management of external assistance projects;

·         Excellent organizational skills with the ability to set priorities, and meet deadlines;

·         Detail oriented and ability to handle multiple tasks in a fast paced environment;

·         Analytical mind and ability to make well thought synthesis; 

·         Excellent interpersonal and communication skills;

·         A team player who can work independently and with minimal supervision;

·         Perfect knowledge of MSWord, Excel, Power Point and data base software,    

·         High capacity to motivate team and colleagues on solving challenging issues
